This can be done in IOS-XR

create a route-policy to define what routes need to be propogated
!
router isis CORE
  address-family ipv4/ipv6 unicast
  attached-bit send never-set
  propagate level 1 into level 2 route-policy <policy-name-tolevel-2>
  propagate level 2 into level 1 route-policy <policy-name-tolevel-1>
!
