He doesn't need to attach his CCIE to a Cisco partner in order to work
for one. Looks to me that he'd want monetary compensation for this,
although you didn't write it. Is he aware Cisco requires that CCIEs
used for silver/gold status must work full time for the company?

I'm sure many partners and CCIEs do it nonetheless, but they're taking a risk.

If he'd only like to hold to his CCIE just in case, without having to
recertify, he should look at the Emeritus status.
