Thanks, itbs an workaround and I believe it works. I was looking for a true
DHCP Server Redundancy Feature. Maybe the feature just does not exist.
It seems even Microsoft only has that feature after Windows Server 2012.

You could make them redundant by building 2 scopes in the same subnet, that
don't overlap.
For instance if your subnet is a class C then have one hand out IP's 2-127 and
the other hand out 128-254.
