One basic application is when you apply a policy on to bgp neighbor ; it
does not take into account on the fly .. hence you have to reset your
session to make this into affect ..
example .. you have a bgp neighbor up and running and you decide to change
local pref etc .. this will call for a clear bgp to see the results
