I suggest going over to the other CE and perform 'sh ip bgp neighbor
x.x.x.x received-routes' . If 0.0.0.0 is missing, then it is time to look
at PE's, refer to Tony S's emails to check what is advertised w/in the VRF.
If PE are ISP managed, it is time to contact ISP.
