CCIE R&S v5 Now Official

At last, the CCIE R&S v5 Blueprint is now official! Most of the changes for
v5 are inline with were rumored before, with the exception of the official
transition date, which is now June 4th 2014. For those of you nearing the end
stages of your v4 preparation this should give you a great sigh of relief!
