OER help needed.

Hello all,

I'm having issues getting the OER to trigger a route redirection. I feel like I'm missing a key piece of the puzzle. I have never seen my IN-POLICY in the show command below. Please see my OER configuration and show command.
I'm running C3725-ADVENTERPRISEK9-M), Version 12.4(15)T10
