access-list on a gre tunnel interface

Hi experts,

How I can filter certain traffic on a GRE interface:--

Int tunnel 1

ip access-group 100

access-list 100 per tcp any any eq 80

I am sure that will not work because all the traffic the passing the
interface is GRE, so how I can match it before putting the GRE headers on
top.
