The long answer as to why the 2600 series routers ask for this is
because the default for the copy command is to prompt for erasing flash
for all Class B file systems and the 2600 uses a Class B file system.

Copying from a Server to Flash Memory

Use the copy destination-url flash: command (for example, copy tftp:
flash:) to copy an image from a server to Flash memory. On Class B file
system platforms, the system provides an option to erase existing Flash
memory before writing onto it.

The 2600 series uses a Class B file system. Note that when you replace
the Flash SIMM, you must use the ROMmon in order to copy a Cisco IOS
software image onto that SIMM.
