OT: Using a web browser to access telnet ports

HI,

I am sure I am not the only one with this problem. I need to access and configure routers using only a web browser. However the webserver needs to use telnet to different ports like 23, 2001, 2002 and etc. Is there a product that does that? I can only use IE, one external IP and port 80 to access multiple terminal servers using different IP addresses and ports on the inside.
I am not a programmer or a web guy. So the simpler solution is better. I would rather not use a Java client. But I will if that is the only solution.
Any ideas?.
