It;s always better that IGP advertise with max metric if IGP-LDP not in
sync (for eg LDP not up ) . with max metric it will make sure if there are
multiple paths it will cost out only problematic link so that it IGP will
prefer next available paths .
In fact, On XR this is default behavior with IGP LDP sync i,e it advertise
with max metric . Hope it helps .
