For what I can tell you have an interface 12.12.12.1/8 and another device with 12.12.12.2/8 and you want to add a static route to

23.23.0.0/16 via 12.12.12.2 which is fine but you typed

ip route 23.23.23.0 255.255.0.0 12.12.12.2

However as stated before 23.23.23.0/16 in not a network but a host address on the network you want to add a route for, hence the message IOS gives you.
