Nadeem,
the network mask defines the boundary between network and host regions
of an IP address.
A network address, by definition, has the host part set to zeroes.
If it does not, as in your case, IOS barfs :)
I.e. in:
ip route 23.23.23.0 255.255.0.0 12.12.12.2
^^^^^^^^^^^^^^^^^^^^^^
NNNNN HHHH
255.255.0.0 means 23.23 is network and 23.0 is host part.
