Kalpesh,
HSRP and VRRP need a common broadcast medium to run. What you say is to
enable that in the C1-C2 link and to then advertize the /32 to the H side ?
If that's the case, there is no easy way to advertize (L3 routing) the
state of the HSRP (L2+) active router. You need to do EEM AFAIK.

I fail to see how GRE would help in this scenario too.
