IGP datagrams are marked pak_priority & CS6, IOS treats pak_priority with an internal precedence if I remember correctly and this feature is not controlled by the administrator, BGP traffic is also marked CS6 but not with pak_priority therefore Cisco recommends an explicit class with a minimal bandwidth guarantee
