What code are you running, the G2 ISR's are synonymous for having high CPU issues check the sh processes CPU whilst you have the policy applied...baseline google change code re-test

We have some based in another part of the world as regularly the NMS picks up >70 CPU util

This is based on different factors to the amount of cef packets being punted, various security and QoS or encryption policies, I brought one for another project and the first thing I ordered with it is the 1G>4G memory upgrade

Also check the size if your routing table
