Hot Potato routing refers to getting transit traffic between two different
autonomous systems as quickly as possible when it goes through your AS even
if there may be multiple paths to be taken - like if you had a hot potato
in your hands, you want to hand it off to someone else as quickly as
possible rather than carrying further through your network. Some times
you may not want to do this and you can use tools like MED to change the
behavior.
I don't think its a Cisco specific term and if you search on it, you can
find it is common parlance for networking.
