Since all routers have the same priority (p=1), the highest IP address
will be elected to be PIM DR.
DR is responsible for registering multicast clients/multicast feed
with RP (group/multicast traffic registration).
To prefer a DR then change the priority to be higher at the interface
configuration level:
interface FastEthernet0/1
ip address 10.1.2.2 255.255.255.252
ip pim dr-priority 50
ip pim sparse-mode
