OSPFv3 Neighbor Stuck in EXSTART/EXCHANGE

Hi,

I am trying to bring up the ospfv3 IPv6 neighboring between Cisco Cat6k5
and Quagga, the neighbor relationship is stuck in EXSTART/EXCHANGE
state, I have checked the link
http://cisco.iphelp.ru/faq/5/ch09lev1sec6.html ; but it seems to me that
the problem is not from this list.

The neighbor with other vendors devices (Juniper, Brocade) is ok .

On the Cisco Cat, I have the result of debug: "EXCHANGE - OPTIONS/INIT
not match" although I have check for MTU, RouterID.
