So you are simply saying that since I'm using at least 128k (100%) bw, OER
won't move to a slower interface, where performance can be even worse.

So technically if I increase the bw from 64 to 128 OER will accept to use
the floating route?

But if I increase the bw from 64 to something faster than 128k, OER will,
by default, use the floating route, since the conditions are better.
Correct?
(seen this on your pfr vseminar)
