BPDU FILTER will filter both incoming and outgoing bpdus from the port. If
it is configured globally , it will lose its status and starts accepting
BPDus

BPDU GUARD will guard the interface without receiving any BPDUS and if it
receives any BPDUs it will err disable the port,

In ur case , BPDU Filter will take place, U have configured BPDU Guard
globally on all the access ports with Portfast configured and ur saying
that port fast are also configured globally with default command and this
command "spanning-tree
portfast default" will put all the access ports into port fast status and
BPDU guard will be activated for all the port fast enabled ports and when
BPDU filter is placed on the interface, then it will take precedence over
BPDU guard.
