You don't seem to have any "snmp-server host X.X.X.X" config - how does the router know where to send the trap?

Normally if I'm having a problem with SNMP traps, I'd start by using tcpdump on the management server, and take a look at what traps it's actually receiving from the routers. Then move up the stack within the NMS, trying to figure out what it's doing with it.
