Re: MPLS LDP ports

UDP port 646 is used for Multicast reachability as well for directly connected
peers starting a peering session.

Therefore, TCP and UDP 646 need to be considered. Unless your just doing
Unicast for reachability (Targeted Hellos). Then it would just be TCP.
