The more correct, I guess, is that that you understand why you do it.
Instance 0 will cause any instability to be replicated everywhere, as
part of the CIST. I don't know why someone would want to have any
non-used vlans there. But there is where they go if not assigned
elsewhere...
VLANs should not pop into activity by themselves though :)
