we noticed this too with our peering to L3 and XO. from the ticket
opened with XO, it looks like XO was trying to bring up peering to L3
in DEN and ATL that caused some routing issues. caused issue in our
locations anywhere from the west coast all the way to the east coast
(Texas, California, Colorado, Philadelphia to name a few)
