as Marc said, you need 2 /24's for this. you can not advertise /32 or host
routes directly to internet via bgp. you may use as-path prepend or med
(care the case between diff.sps) to manipulate the traffic coming to your 2
prefixes from internet over different isps.
DNS entry should be dns authority for your domain. you can enter 2
different IP for the fqdn and let the dns server answer requests in round
robin fashion or another way you may choose.
