Let us assume, I have the following two route
Ip route 0.0.0.0 0.0.0.0 1.1.1.1 10
Ip route 0.0.0.0 0.0.0.0 2.2.2.2 20
I want the second route to loss 11 from its AD if a BGP neighbor relation
with a certain neighbor lost

Meaning that if a BGP peer is established it won't use the static (aka
floating static)?

If I understand you correctly, the AD of the static would need to be higher
than your BGP AD (20 for eBGP and 200 for iBGP).

ip route 1.1.1.0 255.255.255.0 2.2.2.2 21 (will only insert into the routing
table of the eBGP peer is lost).

If I misunderstood, please define your question with more detail to the
group.
