How about something along these lines (not tested):

class-map match-any ALLOWEDSITES
 match protocol http host www.google.com
 match protocol http host www.mycompany.com
class-map HTTP
  match protocol http
policy-map RESTRICTHTTP
  class ALLOWEDSITES
   <maybe insert shaping policy here>
 class HTTP
  drop
