There is a virtual IOS XR called XR4U that is Cisco internal, but I doubt it'll ever be public. It has some major problems in the data plane in current releases anyways so there are certain things that you can't test. The cheapest you can build an XR chassis is about $10k. INE has rack rentals for XR (http://ine.co/spracks) as well as a few other vendors, but yeah I get what you mean about having your own lab for testing.
Any real design for XR is normally going to be Cisco validated through Customer Proof of Concept (CPOC) because the people buying ASR9k or CRS chassis are usually huge customers to begin with (Verizon, Level 3, AT&T, etc.), so in real designs the customers would have access to XR for testing outside their production network.

I'm reading MPLS Enabled Applications. It's an excellent book, but also challenging to read. There are some technologies such as NG-mVPN and VPLS, which are quite complex, and impossible to fully grasp without testing in a lab. (I like to run debugs, packet captures, and see the inner workings of EVERYTHING - I attribute my success with the CCIE R&S to these kinds of habits)
The most frustrating thing to me about the CCIE-SP is that the technologies are so cool to read about, but many of them, and including IOS-XR, can only be done on real (expensive) gear and I've never liked rack-rentals. I feel the same way about the JNCIE-SP, which CAN be done on a single MX router, but also very expensive.
I think the vendors really need to step it up, or these SP certs will die. When you think about it, a tool like Dynamips allowed many people to learn networking (On Cisco IOS). How many Cisco biased engineers are floating around because of that? What a great (unintended) marketing scheme. But of course these things, like Dynamips and Olive are NOT really supported, and will eventually become useless with newer technologies emerging.
