On switches running the LAN base feature, static routing on VLANs is
supported only with Cisco IOS Release 12.2(58)SE and later.

Beginning with Cisco IOS release 12.2(58)SE, switches running the LAN
base feature set support 16 user-configured static routes, in addition
to any default routes used for the management interface. The LAN base
image supports static routing only on SVIs and only when the switch is
running the default SDM template.
