Agreed, all should work fine, if we understand the limitations.
NTP needs precise timing, which you loose when virtualizing things.
Mcast needs multicasting at the cable, which you have not when you build
point to point udp circuits. And so on.

On the other hand, seeing it on wireshark does not imply it makes the
cable. Pcap might get some weird error when trying to impose the packet
and simply drop it. That's why I was trying to pin point where that was
happening.

Those 1000 pings, are at what frequency ? I.e., one second between each
or back to back ? Just make a simple one virtual router to one real end
system to see # of packets sent / received...
