Isn't it possible that this is just a language barrier issue? What if
he was really meaning to ask something like, "Is it possible to do URL
filtering for HTTPS on a router?" Would that make a difference? Could
it be that he is quite aware that you can create an ACL to block 443?
If so, could it also be that he wasn't asking what everyone thought he
was asking, and was actually asking a question not covered on the CCIE
R&S?
