There is no routing issue ,, R2 has a route for 180.1.31.0/24 subnet.
Also, I am able to ping 180.1.31.3.

If it is routing issue , R2 will never allocate ip from dhcp pool. But that
is not the case here.

R2 has dhcp bindings for R1 IP.
