This can be done with a single router, but we'll need more info. When you mention load balancing, do you mean inbound, outbound, or both?
The easiest answer is yes, one router, with the use of an exterior protocol like eBGP. You will have different mechanisms depending upon your requirements, but do take into consideration asymmetrical routing as well.
