I haven't tried it, but I think that you could add a record for chat.facebook.com to your local DNS servers. Set it up so that has no A records, then clients won't be able to connect to it. Smarter people will still be able to get around that easily enough.

Better is to use a proxy, and filter URLs.

If you don't currently control DNS + general outbound traffic (through proxies, etc), then you've got far bigger issues anyway.
