Hehe, the first was the same as Mark, that is synched response :)

Any RP can be either routed (default) or blocked.

So, say Phone A has CSS_A with partitions Part_Block_A and Part_Route_A
in this order. Also, Part_Block_A has a schedule that goes 0:00 - 8:00 +
18:00 - 24:00 all days.

Part_Block_A has a RP with 9.! blocked.
Part_Route_A has a RP with 9.! router to wherever.

If you call at 10:00, then a call to 95551212 will go via the second RP,
because the first is not active.
But if you are calling at 3:00, then the first RP wins because it is
first in the CSS, and you get blocked.
