Time is managed by schedules attached to partitions.
You need to create (if you don't already have) the outgoing call
partition(s), and associate them with a schedule that has the working
hours. The partition is not valid/used outside its scheduled time.
Either this or shadow the current RP with another blocking RP which is
scheduled at NON working hours and sits in a partition which is ahead of
the outgoing RP partition in the CSS. In this case, be carefull to have
same or better matching wildcards, because RP "specificity" comes before
partition order in CSS.
