STP is blocking VTP Updates

Hi all

I have a topology where STP blocks the VTP Updates. I doubt whether STP has
capability to block VTP updates. Is there a topology from any vendor where
STP blocks VTP Updates . As per design ,STP Root Bridge should become VTP
Server .

If Non Root Bridges are been set up as VTP Server , And when they try to
send VTP Updates and it can get blocked by the booking ports.

Am i getting the concept right. How does STP block VTP Updates ?

Can anyone throw some light on it .
