I think this is a common misunderstanding about EIGRP unequal cost LB.
The routes that have to be load balanced have to pass the feasiblity
condition. In your case the FD values is 624896. And the advertised
distance (AD) of the other route is 833280. For this alternate route to
pass the feasibility condition; the AD should be less then FD (i.e.
something less than 624896).
