Assuming you aren't interested in Junose, for low end routers look at a J
series device or SRX 100/SRX 210 and make them run in packet mode is
probably much cheaper than looking at M/MX Series devices however it
depends on the functionality you are looking for. You can also play around
with Olives which basically emulate a routing engine but a number of
features are not available due to hardware limitations - it's not supported
nor really recognised by Juniper.
However there is a hosted router simulation product called JunosSphere Lab
where it seems to relatively inexpensive and appears to support the vast
majority of features offered on their hardware platforms

hour period) and they even offer a vpn connector to join your
test environment with theirs.
