I suppose the question would be what is the goal here.  This sounds like an Off Topic item.  But, what the heck sounds cool anyways.  For the IP-SLA jitter probe, being an automate function would defeat the purpose of the IP-SLA as this type of probe would be an active configuration with a sender and receiving configured between the two end points.  However, if you really needed to get this done all you need is a trigger to launch eem to configure the IP-SLA on the fly, then a trigger to remove the Ip-SLA.  You might be able to trigger this with a Kron configuration parameter by having the Kron generate a syslog entry or another feature that the eem can trigger on? 
If I get sometime maybe I'll try this, sounds interesting.
