Should work without issues. use PBR . Match acl in pbr which matches link1
specific traffic and set interface dialer. next pbr match other acl which
matches the other interesting traffic and set next hop static IP.
For failovers, you can do ip sla and have it change pbr accordingly.
VPN of course will not work when ur statics IPs are down.
But there is no point of failover, since you email and vpn and other hosted
services will be natted to those static public ips which you've got from
the ISP. so routing them through the dynamic dialer wouldn't help it route
traffic back form the internet.
