TE can be overkill for PATH
Some people don't prefer LDP for PATH as it must be run on all of the
interfaces

GRE would be a happy medium...especially when scalability is not necessarily
an issue.

It really could be a preference.

It's like asking SPRINT why they went with L2TPv3 initially.
