I think that Redistribution or route targets would be unlikely to be
components of a L2VPN service.
I would certainly suggest Aaron's questions as ones worth checking, things
like multicast support and split horizon at the "hub" site may be closer to
determine where the problem lies if the SP did not build a full mesh l2
topology.
