Route-map to rtrc specifying a local pref higher than 100.

router bgp 2
 Neigh 1.1.1.1 route-map rtrc

route-map rtrc permit 10
 set local-pref 110
route-map rtrc permit 20

You can also match on an IP address within the route map of you only want a subset of the routes from that peer to be preferred.
