Configuration change

hi all , i am looking for an EEM applet that tracks configuration changes
now if i used the syslog pattern CONFIG_I , it will run every time i enter the configuration mode and exit (without even changing)
now if i used parser , i read that it may cause loops and it will capture any command ?
so what is the best one to go with to track configuration changes and connect it with EEM?
