I beleive your TC value is wrong. The values for Bc/CIR leave the Tc at
.25. The largest Tc value for cisco is .125 - .032 sec, not 100% about the
low end, but I should know it of the top of my head. I have played with
this before sometime the router/switch automatically adjusts, but other it
does not work. Try adjusting your Bc to get a Tc of .125 or smaller. or
leave the Bc blank and let the router calculate it for you.
