Michael,
Look at the database and check to see if one of the flags is set to
"UPWARD". If it is then the down bit is set and it will not set the routing
bit. This is normal behavior when using VRF's attached to an interface. You
will see the route in the data base but you will not see it in the routing
table. I say this of course without seeing the "show ip ospf database"
command to verify.
