Ok Cisco Ip PBX doesn't enforce VLAN. It's the DHCP discover MSG from phone
that could be find DHCP srv on either VLaN. Then once phone gets an IP
address FHCP option tells phone where the TFTP server is. In other words u
can hve everything on one VOICE VLaN. Obviously not the best practice
running data an voice on the same vlan. Some of u are calling this VLAN
switchover but it's not the switchover. Think how phone finds DHCP server
and then DHCP option to get the conf file.
Obviously after phone gets its conf file it will reboot.

Try Avaya PBX and TFTP/FTP server, phone on the same VLAN. It Works
perfectly. Then u can't say VLaN Switover ;)
A AVaya SE confirmed this. I was curious about the switchover word.

In a nutshell, we should stop using switchover word.
