From your description, I believe there is one file missing on the
installation, the
Language file.

The full installation file, it does not include the Language file, since Cisco
is a
Worldwide company, so the customers are able to select the correct language
according to
their customers needs. Please go to Cisco.com and on Support tab:

Products> Voice and Unified Communications> Unified Communications
Applications>
Voice Mail and Unified Messaging> Cisco Unity Express> Cisco Unity Express
Version
8.6> Unity Express Language Packages-8.6.1>

cue-vm-en_US-langpack.sme.8.6.1.prt1

Once you download that file, please put into the FTP root folder (or on the
folder you are
using for this installation process).
